Allows applicants for Cal Grant A and B Entitlement Awards to submit financial aid applications in any academic year after high school graduation, not just in the graduation year or immediately following year.

Repeals the requirement that Cal Grant A, B, and California Community College Transfer Cal Grant applicants must have graduated from high school during or after the 2000–01 academic year.

Eliminates the age restrictions for Cal Grant B recipients (previously could not be 26 or older by July 1 of initial award year) and California Community College Transfer Cal Grant recipients (previously could not be 28 or older by December 31 of award year).

Repeals Section 69436.5 regarding reporting requirements for institutions on independent student determinations under the California Community College Transfer Cal Grant program.
