Requires health facilities during declared pandemics or health-related emergencies to indefinitely postpone routine medical appointments and prohibit visitor access, with limited exceptions for pediatric patients (two support persons), labor and delivery patients (one support person), end-of-life visits, and other extraordinary medical circumstances.

Mandates health facilities implement universal precautions and source control procedures including requiring surgical masks for all patients and staff, hand hygiene education, environmental disinfection at least three times daily, and air cleaning equipment with ultraviolet and HEPA filters.

Requires health facilities to establish three operational zones (contaminated, potentially contaminated, and clean) with dedicated teams for each zone, separate passageways for each zone, strict PPE donning and doffing procedures, and controlled patient transport to prevent transmission.

Mandates outdoor triage, monitoring of facility entrances, and treating all patients as suspected cases of the pandemic pathogen until ruled out or confirmed.

Exempts the state from reimbursement requirements for local agencies under the California Constitution because costs result from programs requested by local agencies themselves.
