Authorizes developments receiving waivers from maximum density controls to also receive additional waivers or reductions of development standards agreed to by the local government, previously prohibited except for specific provisions.

Clarifies that "natural or constructed impediments" for parking ratio calculations includes freeways, rivers, mountains, and bodies of water, but excludes residential structures, shopping centers, parking lots, and transit rails.

Requires distance measurements for developments near major transit stops to be measured from any point on the proposed development's property to any point on the transit stop's property, including parking lots.

Establishes this bill as imposing a state-mandated local program but specifies no reimbursement is required because local agencies have authority to levy fees sufficient to pay for the mandated program.
