Amends Section 24044 of the Business and Professions Code to require licensees transferring an alcoholic beverage retail license to a premises under construction to follow notification requirements specified in Section 23985.

Clarifies that existing licensees conducting construction on their current premises are not required to comply with the new notification requirements.

Maintains existing prohibition on selling alcoholic beverages under the license until the premises construction is completed.

States that no state reimbursement is required for local agencies or school districts because costs result from changes to crime definitions and penalties under existing law.
