Continuously appropriates $100,000,000 annually from the Greenhouse Gas Reduction Fund to the Department of Resources Recycling and Recovery beginning in fiscal year 2020–21 for in-state organic waste recycling projects that reduce greenhouse gas emissions and achieve organic waste disposal goals.

Allocates $50 million of the organic waste funds for financial assistance to construct, modify, or expand facilities for organic waste processing, composting, in-vessel digestion, and food waste recovery.

Allocates $50 million of the organic waste funds as grants to local agencies for organic waste management activities and implementation of statewide organic waste regulations.

Continuously appropriates $100,000,000 annually from the Greenhouse Gas Reduction Fund beginning in fiscal year 2020–21 for in-state recycling projects that reduce greenhouse gas emissions and help achieve the state's 75 percent solid waste reduction goal.

Includes $10,000,000 of recycling funds designated for grants to cities and counties for beverage container recycling and litter cleanup activities.
