Eliminates the $5 fee (up to $15 by regulation) for veterans requesting the word "VETERAN" printed on their driver's license or identification card, effective no later than July 1, 2021.

Makes the veteran designation on driver's licenses available indefinitely without charge to all verified veterans after the fee discontinuation date.

Repeals Section 14901.1 of the Vehicle Code on January 1, 2022, removing all fee-related provisions for the veteran designation.

Maintains existing exemptions from fees for individuals with low incomes or verified homeless status who request the veteran designation.

Updates gender-neutral language throughout the Vehicle Code sections related to driver's license applications and veteran verification requirements.
