Expands the crime of violating a gun violence restraining order to include persons subject to similar or equivalent orders issued by out-of-state jurisdictions.

Specifies that out-of-state gun violence restraining orders must have been issued upon a showing by clear and convincing evidence that the person poses significant danger of causing personal injury to themselves or another.

Maintains the 5-year firearm and ammunition prohibition period for those convicted of violating a gun violence restraining order, commencing upon expiration of the existing order.

Declares that the bill's provisions are severable and that no state reimbursement is required for costs arising from changes to criminal penalties.
