Establishes the Program for Coastal Resilience, Adaptation, and Access to fund state activities addressing sea level rise and coastal climate change, with a dedicated Coastal Resilience, Adaptation, and Access Fund in the State Treasury.

Authorizes the California Coastal Commission, Natural Resources Agency, Ocean Protection Council, Department of Parks and Recreation, State Lands Commission, and State Coastal Conservancy to expend fund moneys upon Budget Act appropriation for climate adaptation actions based on best scientific information.

Requires the State Lands Commission to transfer at least 30% of revenues received from state lands (beginning in fiscal year 2021-22) to the Coastal Resilience, Adaptation, and Access Fund, except funds already allocated to the Land Bank Fund.

Mandates the Natural Resources Agency to annually publish on a publicly accessible website information about all funded activities, including descriptions, amounts, timelines, and relationships to statewide reports.

Requires funded activities to align with environmental justice goals, incorporate natural infrastructure approaches, and may include technical assistance and planning support to ensure all communities can benefit from the program.
