Authorizes eligible agencies (cities, counties, special districts, and other local/regional entities) to voluntarily establish and participate in regional climate networks to prepare regional climate adaptation action plans addressing climate vulnerabilities.

Requires the Office of Planning and Research to develop guidelines by January 1, 2022 establishing standards for regional climate adaptation action plans, including climate vulnerability assessments, prioritized projects, equity considerations, financing strategies, and monitoring requirements.

Mandates the Office of Planning and Research encourage inclusion of agencies with land use planning authority into regional climate networks and provide technical assistance to eligible agencies developing networks and plans.

Requires the Office of Planning and Research to make recommendations to legislative policy committees by January 1, 2022 on improving state support for regional climate networks and identifying potential sources of funding and distribution options for state financial assistance.

Repeals this section on January 1, 2025 pursuant to Section 10231.5 of the Government Code.
