Establishes the California Historic Barrio State Historic Park Advisory Committee on or before June 1, 2021, to assist the Department of Parks and Recreation in planning interim and permanent land uses and facilities for a state historic park at an urban historic barrio site.

Requires the advisory committee to include representatives from local, state, and federal agencies, environmental and cultural organizations, museums, educational institutions, community-based organizations, and Latinx community groups.

Directs the Department of Parks and Recreation to coordinate project implementation, survey community preferences for urban state park products and services, and cooperate with interested public and private entities in developing the historic park.

Requires the advisory committee to recommend priorities for long-range plans within 12 months of the department's acquisition of the historic barrio site property.

Implementation is contingent upon legislative appropriation through the annual Budget Act or another statute.
