Amends Section 13001 of the Elections Code to shift state payment responsibility for certain vacancy elections.

The state shall pay all expenses authorized and necessarily incurred on or after January 1, 2021, to conduct elections called by the Governor to fill vacancies in State Senator, Assembly Member, United States Senator, or United States House of Representatives offices.

Counties and cities remain responsible for paying expenses of regular elections; the state only covers additional expenses if a vacancy election is consolidated with a statewide or local election.

Elections officials are not required to use county or city purchasing agents when providing materials.
