Authorizes the Department of Justice to submit fingerprints to the FBI for retention and searching against future submissions, including latent fingerprint searches.

Allows the Department of Justice to collect fees sufficient to cover costs of federal subsequent notification services and remit those fees to the FBI.

Maintains existing requirements for entities to notify the Department of Justice when applicants' employment ends, licenses are revoked, or approvals are terminated.

Requires entities receiving subsequent arrest or disposition notifications to immediately return notices for persons no longer employed or eligible, and prohibits retention of such information.
