Appropriates $40,000,000 from the General Fund to the Controller for the 2020–21 fiscal year to make subvention payments to counties under the Williamson Act (California Land Conservation Act of 1965).

Distributes subvention payments to counties in proportion to property tax revenue losses resulting from Williamson Act contracts that reduce assessed values of agricultural land.

Makes legislative findings that agricultural land preservation protects the state's economic resources, food security, and open space benefits while reducing greenhouse gas emissions compared to urban development.

Establishes that the open-space subvention program is crucial to counties' participation in agricultural land preservation and the state's oversight of California's primary land conservation program.
