Adds Section 2786.3 to the Business and Professions Code regarding nursing program clinical hours during public health emergencies.

During a state or local emergency declared based on epidemic or contagious disease, reduces the required direct patient care clinical hours from 75% to 25% for nursing students.

Allows up to 75% of clinical hours to be satisfied through simulation training during declared epidemics or contagious disease emergencies.

Applies only to students obtaining clinical practice hours during qualifying state or local emergencies under Government Code Section 8558.
