Expands prohibition on compensation for persons returning vote by mail ballots to include all compensation related to ballot collection and return, not just compensation based on number of ballots returned.

Prohibits compensation based on time spent in employment collecting and returning ballots, and defines "compensation" to include monetary payments, goods, services, benefits, promises of employment, and other consideration.

Requires persons designated to return ballots for non-family members or non-household residents to offer voters a receipt containing the designated person's name, address, phone number, and the name of any committee, group, or organization on whose behalf they are collecting ballots.

Maintains existing criminal penalties in Division 18 of the Elections Code for fraud, bribery, intimidation, and tampering with ballots.
