During a duly proclaimed state of emergency or local emergency due to an epidemic or other contagious disease, restricts who can return a voter's vote-by-mail ballot to only their spouse, child, parent, grandparent, grandchild, brother, sister, or a person residing in the same household.

Prohibits vote-by-mail ballots from being returned by paid or volunteer workers of campaigns, political parties, or other organizations during epidemics or contagious disease emergencies, with an exception for candidates or candidates' spouses.

Maintains existing procedures allowing voters to return ballots by mail, in person to election officials, to precinct boards at polling places, or to ballot dropoff locations.

Requires ballots returned by designated persons to be received by the elections official, precinct board, or dropoff location before the close of polls on election day.
