Prohibits the California Victim Compensation Board from denying funeral or burial cost reimbursements based on the victim's or applicant's involvement in the events leading to the crime

Amends Government Code Section 13956, which currently allows the Board to deny compensation applications based on factors such as whether the victim provoked the crime, was committing a felony, or the crime was a foreseeable consequence of their conduct

Maintains existing eligibility rules for other types of victim compensation claims, with the new exception applying specifically to funeral and burial expenses

Requires a two-thirds legislative vote because it expands eligibility for payments from the Restitution Fund, a continuously appropriated fund, constituting a new appropriation
