Make it a misdemeanor for first responders to capture photographic images of deceased persons at accident or crime scenes for any purpose other than official law enforcement or genuine public interest, punishable by a fine up to $1,000 per violation.

Require agencies employing first responders to notify employees of this prohibition on January 1, 2021.

Define "first responder" to include peace officers, paramedics, emergency medical technicians, rescue personnel, emergency managers, firefighters, coroners, and coroner employees.

Authorize search warrants to be issued to seize evidence of violations of this new crime, while excluding evidence of departmental rule or guideline violations that are not public offenses.
