Expands worker protections to include domestic work employees in occupational safety and health provisions, excluding those performing publicly funded household domestic service with a share of cost

Prohibits employers from discharging, demoting, or discriminating against domestic work employees who refuse to perform unsafe work that creates real and apparent hazards

Creates a new misdemeanor crime for directing employees (including domestic workers) to remain in or enter areas closed due to public health or safety menaces after receiving evacuation notice, with exceptions for authorized personnel

Entitles domestic work employees to reinstatement and lost wages if discharged for safety complaints, participation in health and safety committees, or other protected safety activities

Exempts state and local agencies from reimbursement requirements under the California Constitution since the act only creates new criminal penalties
