Establishes the Integrated School-Based Behavioral Health Partnership Program allowing county behavioral health agencies and local educational agencies to collaborate on providing behavioral health services to pupils with serious emotional disturbances, substance use disorders, or at-risk conditions.

Requires county behavioral health agencies to provide licensed behavioral health professionals (social workers, therapists, psychologists, psychiatrists, or psychiatric nurse practitioners) through staff or contracted community-based organizations to deliver services at school-based locations.

Mandates local educational agencies provide appropriate school spaces for behavioral health services and authorizes services to be delivered at non-school locations based on individual pupil needs in consultation with parents/guardians.

Establishes procedures for billing private insurance, requiring private plans to reimburse services at noncontracted provider rates and meet timely access standards, with the Department of Managed Health Care available to resolve disputes and create a workgroup to expedite payments.

Requires partnership programs to annually report data to state departments and the Legislature on program description, funding contributions, number of pupils served, functional improvements measured by the Child and Adolescent Needs and Strengths assessment tool, and participant satisfaction rates.
