Adds Section 41030.5 to the Revenue and Taxation Code to restrict public disclosure of access line information reported by service suppliers to the Office of Emergency Services

Permits disclosure of access line information only if aggregated so no individual service supplier information is revealed, or to the extent the Federal Communications Commission or Public Utilities Commission already lawfully disclose the same information publicly

Makes legislative findings that this limitation on public access is necessary to balance the government's need to obtain proprietary business information while calculating accurate fees for California's Next Generation 911 system
