Requires disposal facility operators to submit information on disposal tonnages quarterly to the Department of Resources Recycling and Recovery, including tonnages applied to land as green material.

Requires owners of land applying over 200 tons of green material per parcel per year to use the enforcement agency notification tier for permitting and enforcement purposes.

Defines "green material" as including municipally derived green material but excluding material from agricultural or forest sources.

Establishes that owners of land engaged in land application of green material must comply with enforcement agency notification requirements under existing California Code of Regulations Section 18103 and related provisions.

Makes legislative findings that unprocessed green material application may pose significant impacts on agriculture biosecurity, contamination, human health, water and air quality, and methane emissions.
