Reduces probationary period for permanent status from 3 to 2 consecutive school years for certificated employees in all school districts, regardless of average daily attendance.

Eliminates separate rules for school districts with fewer than 250 pupils of average daily attendance, applying uniform probationary and dismissal procedures to all districts statewide.

Expands definition of "complete school year" for probationary employees to include those in part-time assignments (75% of assignment days) and adult education programs (75% of full-time equivalent hours).

Repeals prohibition on counting service at regional occupational centers or programs toward permanent employee status requirements.

Makes probationary employee dismissal procedures uniform across all districts by eliminating district size-based exceptions, with collective bargaining agreements signed before January 1, 2021 exempted until renewal or expiration.
