Commission on Teacher Credentialing must convene a workgroup to determine whether developing a services credential with specialization in occupational therapy or physical therapy services is warranted.

Workgroup must consider minimum requirements for the credential, automatic qualification options based on experience, additional preparation needed, and whether similar health care professionals working in schools require credentials.

Workgroup membership includes representatives from occupational therapy and physical therapy professional associations, teacher and school employee unions, school administrators, academic institutions, and practicing occupational and physical therapists employed by school districts.

Workgroup must submit findings and recommendations to the Commission on Teacher Credentialing by July 1, 2021, with provision for dissenting opinions if recommendations are not unanimous.

Any recommended credential must be designed to avoid negatively affecting occupational therapist and physical therapist salary scales or economic burden.
