Requires the Public Utilities Commission to adopt procedures ensuring that information necessary to verify accuracy of costs electrical corporations seek to recover in rates is available without unreasonable restriction to participants in commission proceedings and other load-serving entities.

Mandates electrical and gas corporations to annually submit reports identifying equipment past its useful life, natural gas and diesel backup generation, inspection records, maintenance history, and current and future fire and safety risks.

Requires the commission to review submitted reports for accuracy and make them publicly available, except for information that could pose security threats to critical electrical and gas infrastructure.

Makes legislative findings that the bill balances public access to utility infrastructure information with the need to protect public safety by limiting disclosure of critical infrastructure vulnerabilities.

Specifies that no state reimbursement is required because costs incurred by local agencies result only from changes in criminal penalties or definitions within the meaning of Article XIII B of the California Constitution.
