Authorizes the California Department of Motor Vehicles to waive the driving test for applicants seeking a noncommercial class C driver's license who submit a valid foreign driver's license, subject to specific conditions and federal law restrictions.

Requires the foreign nation to have a memorandum of understanding with California extending reciprocal driver's license privileges to California license holders.

Requires applicants to be 18 years or older, provide proof of California residency, submit a notarized foreign driver's license and 5-year driving record abstract, and have no stops, holds, or impediments on their driving record.

Limits the California license issued to applicants with foreign licenses to noncommercial class C only, regardless of whether their foreign license is equivalent to a commercial or other California license class.

Defines "foreign nation" as any jurisdiction other than a U.S. state, territory, possession, the District of Columbia, or Puerto Rico.
