Prohibits the California High-Speed Rail Authority from using any public or private funding to purchase, lease, operate, or maintain passenger or freight trains powered by diesel or fossil fuel combustion engines.

Prevents fossil fuel-powered trains from operating on authority-owned rail infrastructure designed for speeds exceeding 125 miles per hour.

Exempts trains used for maintenance, construction, or emergency situations from these prohibitions.

Applies to all sources of funding including local, state, federal, public, and private sources.
