Expands exemptions from unsafe handgun prohibitions to allow sales to additional state entities including the California Horse Racing Board and State Department of Public Health for use by sworn members who complete POST basic training and qualify with the handgun every 6 months.

Requires the Department of Justice to maintain a database of unsafe handguns obtained under these exemptions and mandates persons or entities possessing such handguns notify the department within 72 hours of any sale or transfer, with civil penalties up to $10,000 for failure to report or unlawful transfer.

Requires the Department of Justice to notify persons and entities possessing unsafe handguns by March 1, 2021 of prohibitions on sale and transfer, and authorizes the department to charge fees to reimburse costs of maintaining the database and processing notifications.

Establishes vehicle storage requirements for persons with unsafe handguns obtained under the exemptions, requiring handguns be locked in trunks, locked containers, or permanently affixed containers when left in unattended vehicles, with violations as infractions punishable by up to $1,000 fines.

Clarifies that sworn members of exempted entities cannot purchase unsafe handguns in a personal capacity, and licensed firearm dealers cannot process sales of unsafe handguns between exempt and non-exempt persons.
