Authorizes the number of parents, community members, and students on secondary school schoolsite councils to equal or exceed the number of school staff and administrators, rather than requiring exact parity.

Maintains requirement that local educational agencies establish schoolsite councils at schools operating programs that require School Plans for Student Achievement.

Changes language from "his or her" to "the principal's" for gender-neutral references throughout the Education Code section.

Applies to both elementary and secondary schools, with secondary schools now able to have larger parent and student representation on their councils.
