Extends the deadline for out-of-state teachers to demonstrate basic skills proficiency in reading, writing, and mathematics from 1 year to 2 years if they have relocated to California due to military orders involving their spouse, domestic partner, or legal partner.

Applies to holders of preliminary multiple subject, single subject, or education specialist teaching credentials issued under Section 44274.2 of the Education Code.

Requires the relocated credentialholder's spouse, domestic partner, or partner to have received orders from a branch of the United States Armed Forces requiring relocation to California.

Credential becomes invalid if basic skills proficiency requirement is not met within the applicable deadline (1 year for standard applicants, 2 years for military-connected applicants).
