Requires all schools within school districts and charter schools serving early primary grades to implement at least one full-day kindergarten program beginning with the 2023-24 school year.

Defines full-day kindergarten as instruction provided for the same number of minutes per schoolday offered to first grade pupils, exclusive of noon intermissions but inclusive of recesses (minimum 230 minutes).

Repeals existing restrictions on kindergarten schoolday length (the four-hour maximum) and related provisions effective July 1, 2023.

Prioritizes implementation of full-day kindergarten before July 1, 2023 in schools receiving federal Title I funds.

Requires state reimbursement to local agencies and school districts for any costs mandated by the bill as determined by the Commission on State Mandates.
