Increases Sex Offender Management Board membership from 17 to 19 members by adding a licensed mental health professional with experience treating juveniles who have offended sexually (appointed by Speaker of the Assembly) and a designee from the Department of Youth and Community Restoration with expertise in juvenile sex offender treatment or supervision.

Requires the board to develop and update standards for certification of professionals and management programs for juveniles who offend sexually by July 1, 2022, with standards to be published on the board's internet website.

Mandates that programs for juveniles who have offended sexually be provided only by professionals certified by the board according to the established standards.

Extends civil liability exemption to certified professionals and programs that provide treatment or supervision to juveniles who have offended sexually, protecting them from liability for criminal acts committed by those they supervise or treat.
