Adds Section 21082.5 to the Public Resources Code to streamline environmental review for groundwater recharge projects on agricultural land fallowed due to groundwater sustainability plan requirements.

Requires lead agencies to adopt a negative declaration if substantial evidence shows the project would not have a significant environmental effect.

Allows lead agencies to adopt a mitigated negative declaration if project revisions avoid or mitigate potentially significant effects to the point where no significant environmental impact would occur.

Exempts local agencies and school districts from state reimbursement requirements, stating they have authority to levy service charges, fees, or assessments to cover compliance costs.
