Increases state's share of wage and benefit costs to 70% (from 65%) for "impasse counties" that negotiate collective bargaining agreements with IHSS providers between January 1, 2020, and December 31, 2021, with counties paying 30% instead of 35%.

Defines "impasse county" as a county that has not renewed or entered into a collective bargaining agreement with its providers as of January 1, 2016.

Requires collective bargaining agreements to include individual health benefits consisting of at least two of the following: employer-sponsored medical, dental, or vision insurance.

These enhanced state-payment provisions expire January 1, 2025, after which the standard 65% state/35% county cost-sharing ratio resumes.

Makes conforming adjustments to the County IHSS Maintenance of Effort (MOE) provisions to account for the modified cost-sharing percentages for impasse counties.
