Establishes a statewide sexual assault response team (SART) advisory council to be created by an unspecified state department to advocate for SART establishment and advancement across all California counties.

Council membership shall include representatives from sexual assault forensic examination teams, law enforcement agencies, county district attorneys' offices, crime laboratories, and rape crisis centers with recognized expertise in assisting sexual assault survivors.

Council shall meet quarterly with ability to meet additionally as needed, with majority of members constituting a quorum and virtual attendance permitted and counted toward quorum requirements.

Council shall review statewide sexual assault intervention efforts, identify systemic issues and trends, advise county SART programs, and make recommendations to the Legislature and state agencies regarding statutory, regulatory, or budgetary changes needed to improve multidisciplinary sexual assault responses.

Council members shall receive no compensation for service but may be reimbursed for actual and necessary expenses incurred in performing their duties.
