Authorizes counties to enter into agreements with adjacent counties to provide emergency management and transportation services for evacuating and relocating the access and functional needs population during emergencies.

Allows the providing county to receive compensation for lending these services, which must be available 24 hours per day, seven days per week.

Defines "adjacent county" as a county within the same or contiguous mutual aid region, as defined in Government Code Section 8559.

Requires counties that enter into such agreements to integrate them into their emergency plans within 90 days of signing the agreement.
