Allows the Navy's existing federal environmental impact statement to satisfy CEQA requirements for transit-oriented development projects at the Old Town Center site if specific criteria are met, with further environmental review only if significant changes occur.

Requires transit and transportation facilities projects to achieve zero net greenhouse gas emissions, with at least 50 percent of reductions from local direct measures and LEED gold certification for new construction.

Mandates skilled and trained workforce requirements and prevailing wage standards for both public and private entities undertaking transit-oriented development and transit/transportation facilities projects.

Establishes expedited judicial review procedures requiring resolution of legal challenges within 270 business days and requires streamlined record preparation with documents posted online; provisions automatically repeal if SANDAG fails to certify an environmental impact report by January 1, 2025.
