Authorizes the Office of Planning and Research to prepare and develop maps, and the Secretary of the Natural Resources Agency to review, adopt, amend, or repeal maps, to illustrate or clarify geographic terms under CEQA such as agricultural land, bus rapid transit, infill site, major transit stop, and urbanized area.

Exempts maps adopted under this provision from the Administrative Procedure Act review requirements.

Establishes that adopted maps create a rebuttable presumption regarding the presence of geographic terms depicted on the maps.

Prohibits lead agencies or responsible agencies from making findings that contradict the geographic terms shown on adopted maps unless supported by a preponderance of evidence in the administrative record.
