Prohibits air quality districts in selected community emissions reduction program locations from authorizing new major pollution sources or revisions to existing sources that increase toxic air contaminants and criteria air pollutants above levels in the community emissions reduction plan unless the source directly mitigates increased emissions in affected communities.

Requires air quality districts and local governments with jurisdiction over selected locations to jointly develop an annual localized land use assessment plan that considers how land use decisions impact community emissions reduction programs.

Mandates the localized land use assessment plan be included in the annual report prepared for community emissions reduction programs.

Provides that any state-mandated costs from this bill shall be reimbursed to local agencies and school districts pursuant to existing state mandates reimbursement procedures.
