Amends Section 7643 of the Family Code to limit closed court proceedings and record restrictions to actions filed before January 1, 2022

Creates new Section 7643.5 to establish closed court proceedings and confidentiality protections for actions filed on or after January 1, 2022 that involve establishing parentage or child support under specified statutory provisions

Requires the Judicial Council to create or modify a court form by January 1, 2022 that parties must use to designate actions filed under the affected statutory provisions

Allows parties, their attorneys, and agents with written authorization to inspect court records pertaining to parentage and child support actions, and permits local child support agencies to access records for purposes of establishing and enforcing child support orders
