Requires entities receiving state funds for CalWORKs homeless assistance programs, Whole Person Care pilot programs ($120 million from 2019 Budget Act), or Housing and Disability Income Advocacy Program to submit annual reports to the appropriate state agency.

Reports must include amount of funds spent and remaining, progress on performance measures (homeless persons served, unsheltered persons served, exits to permanent housing, return to homelessness rates), housing types provided, and signatures from chief executive and financial officers.

Each state agency must post all received reports on its website within 30 days and notify the Legislature; agencies must also aggregate all reports by October 1 annually and send to Department of Finance by December 1, beginning in 2021.

Department of Finance must post aggregated reports on its website by December 31 annually in an easily accessible format and notify the Legislature.

Recipients may satisfy requirements using existing reports with substantially similar information and may indicate items that are infeasible to collect.
