Expands the definition of "protected consumer" eligible for security freezes to include individuals under 19 years of age (previously 16) who are under county probation department jurisdiction and placed in foster care settings.

Maintains security freeze protections for other protected consumers including individuals under 16 years of age, incapacitated persons with appointed guardians or conservators, and welfare department foster youth under 16.

Clarifies that representatives authorized to request security freezes for foster youth include county welfare departments and county probation departments (or their agents), but explicitly excludes foster parents.

Requires consumer credit reporting agencies to place restrictions on protected consumers' credit records or reports that prohibit release of information except as specifically authorized.
