Changes repossession agency license expiration period from 3 years to 10 years after expiration before renewal, restoration, reinstatement, or reissuance is prohibited.

Allows an immediate family member of a deceased individual licensee to obtain a new license under the same license number and business name if they submit a written request, initial application, and application fee to the bureau within 120 days of the licensee's death.

Requires immediate family members requesting license continuance to comply with all chapter requirements, including Section 7503.5 provisions.

If multiple immediate family members submit separate requests for the same license, the bureau must have a court order issued within 120 days clearly assigning ownership to grant the license to any one family member.

Defines "immediate family member" as a spouse, parent, sibling, child, or grandchild of the deceased licensee who provides proof of relationship.
