Waives open course provisions in California Community Colleges statutes and regulations for classes provided to military personnel on military bases.

Allows the Board of Governors to include full-time equivalent student (FTES) units generated in military base classes toward state apportionments, subject to specified limitations.

Establishes separate funding rates for credit courses, noncredit courses, and career development/college preparation instruction based on existing apportionment formulas.

Prohibits community college districts from claiming state apportionment funding for military classes if the district receives full compensation for direct education costs from any public or private source.

Requires districts to report any partial compensation received from external sources, with the Chancellor subtracting that amount from the total state apportionment.
