Expands the definition of "public works" to include construction, alteration, demolition, installation, or repair work done under private contract for charter schools when funded in whole or in part by conduit revenue bonds issued on or after January 1, 2021

Requires workers on qualifying charter school construction projects to be paid at least the prevailing rate of per diem wages

Exempts charter schools with an average daily attendance of 80 pupils or fewer from these requirements

Creates misdemeanor penalties for willful violations of the prevailing wage requirements on these newly covered projects

No state reimbursement to local agencies or school districts is required because costs stem from changes to crime definitions or penalties
