Requires the State Air Resources Board to increase Clean Cars 4 All Program compensation incentives by 50% for recipients who are "super commuters" and replace an eligible vehicle with a zero-emission vehicle.

Defines "super commuter" as a person who drives an eligible vehicle at least 50 miles one way to their worksite at least four times per week, or drove an eligible vehicle at least 25,000 miles per year for the last two years.

Directs the State Air Resources Board to develop a method for applicants to demonstrate super commuter status, which may include voluntary submission of vehicle maintenance documents showing odometer readings over time.

Maintains existing Clean Cars 4 All Program requirements to focus on reducing greenhouse gas emissions, improving air quality, and providing benefits to low-income residents through vehicle replacement or mobility options.
