Increases the size of the Homeless Coordinating and Financing Council from up to 19 members to up to 20 members.

Adds a representative from the State Water Resources Control Board as a required council member.

The council continues to oversee implementation of homelessness prevention and ending strategies, identify mainstream resources and benefits, and serve as a statewide coordinator on homelessness issues.

Council members serve without compensation, except formerly homeless individuals may receive reimbursement for travel, per diem, and other expenses.

The council must hold public meetings at least once every quarter and may establish working groups or task forces to assist in its work.
