Deletes the requirement that the Secretary of State adopt initial digital signature regulations by January 1, 1997, and removes the requirement to seek advice from specific entities and hold public hearings.

Requires digital signatures used with public entities to conform to regulations adopted by the Secretary of State pursuant to specified procedures in the Administrative Procedure Act.

Mandates the Secretary of State adopt emergency regulations updating digital signature provisions no later than March 1, 2022, to provide guidance to public entities and the public on signature requirements.

Specifies that emergency regulations remain effective only until nonemergency final regulations are adopted and become effective through regular rulemaking processes.
