Establishes a program authorizing entities to issue alternative devices to replace conventional license plates, stickers, tabs, and registration cards with approval from the Department of Motor Vehicles and California Highway Patrol.

Requires alternative license plate devices to be electronic (rear) or decals (front) with minimum viewable area matching Section 4852 specifications and legibility consistent with standard license plates.

Prohibits the Department of Motor Vehicles from receiving or retaining electronic information regarding vehicle movement, location, or use of persons with alternative devices.

Requires entities seeking approval to submit business plans including administrative oversight, product support, cybersecurity evaluations, and California Consumer Privacy Act compliance procedures.

Authorizes the Department of Motor Vehicles to adopt regulations and establish reasonable fees to implement the program.
