Allow the California Gambling Control Commission to grant or deny gambling licenses at regular meetings instead of requiring evidentiary hearings for all denials.

Evidentiary hearings are now only required if an applicant requests one within 30 days after the commission denies their application, denies approval, or approves with restrictions.

Commission action on applications becomes final after 30 days if the applicant does not request an evidentiary hearing.

Change the withdrawal deadline for applications from "prior to final action by the Department of Justice" to "prior to action by the Commission."

Require the commission to prepare a detailed statement of reasons only when denying an application after an evidentiary hearing, rather than for all denials.
